ICOS Citizenship

The ICOS Citizenship programme combines innovative research and policy analysis to promote pragmatic responses to today's most pressing social challenges.

ICOS aims to promote the values of citizenship and empowerment in communities at the grassroots level: processes of social transformation are achieved through multi-sector policy initiatives and joint responsibility.

ICOS supports communities to become safer, paving the way for social and economic development. The ICOS Centre of Excellence on Citizenship is based in Rio de Janeiro, Brazil.

Mr Eduardo Vetere presented with Lifetime Achievement Award

During an official dinner for the Heads of Delegations at the 12th Crime Prevention and Criminal Justice Congress in Salvador da Bahia, Brazil, ICOS presented a lifetime achievement award to Mr Eduardo Vetere, one of the founders of the United Nations Crime Prevention and Criminal Justice programme, for his dedicated efforts in crime prevention and combating organised crime.

IACP Executive Conference of Public Security for South America

August 5, 2009
ICOS Senior Advisor, and Honorary Secretary General of Interpol, Raymond Kendall addressed participants at the 7th Executive Conference of Public Security for South America, organised by the International Association of Chiefs of Police and Public Security Secretariat of Parana, on the 5th of August. Mr Kendall’s address was on the subject of the challenge of Public Security in the 21st century. The event gathered 1,070 participants and 29 speakers in 32 sessions. Speakers included National Secretary of Public Security, Ricardo Balestreri; Director General of the Federal Police, Luiz Fernando Corrêa; Federal Judge specialized in the process and judgment of money laundering, Sergio Fernando Moro.

Catalonia Institute of Public Safety, 60th Anniversary of the Universal Declaration of Human Rights

Barcelona, 27th of November, 2008
ICOS Senior Advisor, and Honorary Secretary General of Interpol, Raymond Kendall addressed participants at an international seminar held at the Institute for Public Safety of Catalonia, on the occasion of the 60th Anniversary of Universal Declaration of Human Rights. The event brought international experts such as Dame Nuala O’Loan, Special Envoy to East Timor, and organisations such as Amnesty International and SOS Human Rights for discussions on the relationship between Public Security and Human Rights.

5th International Security Conference

Forte de Copacabana, Rio de Janeiro, 20th – 21st of November, 2008
Executive Director of ICOS, Emmanuel Reinert addressed participants of the 5th International Security Conference of The Forte de Copacabana Dialogue. The Dialogue was organised by The Konrad Adenauer Foundation in Brazil, the Brazilian Centre of International Relations (CEBRI), the Centre for American Studies (CEAs), and the Chair Mercosur of Sciences Politique (University of Paris). The event included the participation of authorities from Argentina, Brazil, Chile, Colombia, France, Germany, United States and other countries, in addition to diplomats, politicians, journalists, academics, members of the military and entrepreneurs. Mr Reinert's address was on the subject of The Illegal Drug Trade as both a Symptom and a Cause of a Global Security and Development Failure.

Public security is a growing concern for policymakers around the world, and in all modern states an essential responsibility of the state is to provide its citizens with security. However, 21st century societies face an array of serious public security challenges, such as the hyper-development of urban centres, increasing social inequality, globalised criminal networks, and ever increasing crime and victimisation rates. This dialogue brought together African and Brazilian expertise and experience. Themes of discussion at the meeting will include Public Security Management Strategies, The Urban Public Security Challenge and Counter-Narcotics Policies and Policing.

The Pact of Parana: counter-narcotics police of the 6th Southern of Brazil join forces

Curitiba, Parana, Brazil – 27, 28 May 2008
ICOS together with The State of Parana Public Security Secretariat and Civil Police Narcotics Division organised the first ‘Pact of Parana’ meeting in Curitba. The Pact of Parana brought together narcotics and special operations departments of the six south cone states of Brazil (Rio de Janeiro, Sao Paulo, Rio Grande do Sul, Santa Catarina, Mato Grosso do Sul and Paraná) for a discussion on interstate counternarcotics policy. The Pact of Parana meeting aimed to improve communication and cooperation between the narcotics departments, with the aim of increasing efficiency in combating narcotraffic in the region.


Rio de Janeiro International Symposium on Public Security and Drug Policy

Co-hosted by the Brazilian National Antidrug Secretariat SENAD/GSI/PR, the Ministry of Justice’s National Public Security Secretariat SENASP/MJ, and the Directorate of the Federal Police, ICOS hosted The First International Symposium on Public Security and Drug Policy, which took place on the 25th, 26th and 27th of February, at the Sofitel Hotel in Rio de Janeiro, Brazil. This event brought together international authorities, experts and policy makers to discuss the most pressing challenges facing public security and law enforcement. In particular the ways in which the problem of drugs impact on public security, and the relationship between drug policy and public security policies will be explored.

AMERIPOL: searching for greater police integration in Latin America

Current public security challenges in Latin America require regional cooperation, as these challenges affect the entire region rather than individual countries only. Thus police action in Latin America demands a higher degree of integration, and immediate international approach. In this context, the creation of the American Police Community – Ameripol – to coordinate the efforts of national police forces in the Latin American region is timely. Ameripol aims to promote technical and scientific cooperation, the exchange of strategic and operational intelligence data, the promotion of education and training, and the consolidation of a doctrine and a policing philosophy coherent between the regional police institutions.
